I had a friend of mine talk to customs in the US about handcuff restrictions and he was told that it is for all forceable restraints being sent from the US to anyhere in the world. Its not customs its the commerce department in the US that has inforced that new law.. BUT they can be sent from the US to Canada with out any problems its called a NLR (no licence required) he was given a number and forgot what it was for i suspect its an artical number NCCN-0A982 but any forceable restraint being sent from the US to any where in the world (exception Canada)you will need a licence...I got cuffs from the handcuff shop and had no problems..But i live in Canada..Looking into this new law....Everyone should be aloud to collect handcuffs!!
has anyone out there in "collector land" (other than usa, canada) been refused handcuffs from, say, DHW, is this licence thing for real?, if so, would it be easier for collectors to buy their new restraints from canada?, anyone thought of doing this?, im serious, a canadian company could send them anywhere, right?...this could be a great new opportunity, just a thought, chris in bc canada...

DHW already declined several orders from Europe so if you're in Canada and start your own export company, that would be a great thing for us European collectors

Well the number that i put up is a US regulation number
NCCN-0A982.It is from the commerce dept in the states!and they will enforce it ..I thought that Quebec had stupid rules of there own but this is sad..Chris if you read this get back to me so i can get in touch with you..just email me...
