The end caps on the locking tube look like the sides are not flat but rounded. This is a unique characteristic of the ER locks. I would say yes it is an ER lock, however it may have been modified with the installation of the wire locking device. Without better quality pictures it is not possible to tell if it has been changed.

Is there any number on the lock and the key?

If it is not stamped ER, I doubt it was made by Elias Richards or Elijah Rickard. That shape lock tube is quite common.
I'm sure that particular lock has been discussed here before - shaped like a horses neck.

I had one quite similar and never did find a definitive answer as to what it was. I asked around to both restraint collectors and padlock collectors....still no answer. If I'm correct the one that I sold was included in the lot of nippers and alike that were sold to Pawn Stars. Below is the thread that includes photos and comments on the item. I believe that gate lock perhaps is the best suggestion but who knows.

So now we have two examples of this type lock, the same shape but with the hinge in the bow in slightly different locations. I doubt it is a gate lock because the size of the bow makes it easy to break. A chain and padlock best suit that purpose. Interesting- no answers!
