Shackle ID help

These came from a barn clean-up project in Maryland. I know nothing but their apparent use.
Can anyone date them, or at least confirm they were used for humans?

They are some form of agricultural equipment, (maybe for a harrow). The linkage is not designed as a functioning hinge and doesnt operate in the right direction for it to fit around an ankle. Not for human nor animals.
