I have an old pair of handcuffs,was checking on line and found what looks tobe phelps handcuffs from the lars holst collection,the name phelps is not stamp on them I don't think, for they are locked and I have no key,but stamp on them is PATD JUNE17'62 & july17;66 or 88 should I try to clean them to see the dates more clearly?

If it is a Phelps, everyboby will know the dates.
Post a picture and we can tell you IF it is a Phelps.

A photo would get you a 100% for sure answer...however based on the patent dates stamped on the cuff it is most likely a Tower.
