Tower Leg Irons

Can anyone help identify the approximate age of these Tower Double Lock Leg Irons? The only marking is "Tower Double Lock" stamped on one cuff.





I estimate these are vintage 1900 to 1940, but would like additional information.
The key is not original (it is one I made) but it works just fine.
