Looks like a hundcuff but it does not seem to have a lock on them.
Could it be some kind of a clamp or spacer?

This is the original image I got the above cuff from, it is a page out of a magazine that is for sale on FeePay. I altered it from it's original state to show respect to the seller. I am simply curious as to what kind of cuff it is, when it was made - stuff like that.
