need tower cuff

My friend needs a presentation Tower Handcuff for a cheif of police. They want to mount it in a shadowbox.
He's looking for good chrome but the model is not important. The key needs to work in both, please.

Not sure how much you're willing to spend, but these are available now on Ebay. There's a hand full of collectors on this site that have key's available to sell you for 20.00 and under...

If they're going to be presented in a formal fashion to a "chief" for a shadow box, you'll have to spend over 100.00 or so...
