What is the story behind that "key" that is stuck in the cuff?

I am guessing the story behind the 'key' is that there wasn't a key so some made a 'thing' to put the mechanism unlocked.

The "key" looks like it has been turned by a wrench or something that left deep marks in turning it. If the threads for the key are normal, tapered threads then there could be a big problem since the ER's have flat threads with a unique pitch. Should this be the case repair to the cuff would be expensive.

ER's don't have flat threads what ever hat is supposed to mean technically. The key thingy is stuck within the cuff.
It have marks on the shank where it has probably been pried, turned and pulled to get it out. buyer beware on this one. The cuff is not in the best shape surface wise.
