Unknown leather (?) hobble

Hiya,
a friend of mine has send me a picture showing a hobble.
The hobble does look interesting and I'm trying to find more info on that.
According to him it is used in Czech courts.
Not sure if I am to believe that as the handcuffs on the picture seem to be Clejuso 101.

Anyone familiar with that hobble ?
