This is what Joe wrote in the invitation e-mail, "If you know of others who have not yet joined, but who should, then send them a private email with the URL." Each of us decides, then proceeds -- presumably selectively and discreetly -- on his or her own.

Please invite anyone you would like. As long as people sign up under their real name I don't see any need to control the list. The main idea is to get rid of the anonymous group that screw the threads on the regular forum.
