Bull Head auto cuff lock

Hey there, does anyone have any info on this piece? I had a copy of the patent paper but I lost it moving over the years.
Any help would be appreciated.

I used to have one.  They were mounted to the floor in the back of old police cars and vans to secure the handcuffed prisoners to.
