Rankin handcuffs

I am a new member. Last week I purchased a set of handcuffs. They are in very good condition but it seems someone has welded them closed. What are your thoughts on this.

screw the key in, put your thumb in the curve of the base plate and while holding the frame above, pull the two apart in one firm motion.

Maybe the key is worn out. It doesn't screw in , you can just push it all the way in. When released it pops back up. I'm also looking for a ballpark value of these

now we know they are not operational the price just dropped
why not purchase a key and then see if they work? Handcuff keys group

If you could take photos of both of the bolts and more exterior angles of the cuffs we could get a better idea of what the problem is.

Ok I sure will. I'm at work right now. I will do it this evening.

If the key is stripped, I can repair and re thread it. 
If it's broken and the value has dropped, It doesn't matter if it is not for sale, it's value is still not what it could be when working properly. Stands to reason 

What makes you think they are welded, can you see it, Photos?
