Vintage key identification please

Hello fellas,

Was hoping one of you guys would recognize this key. I got it from a long time collector and many other fantastic cuffs and keys from the same person. We just dont know what is goes to. Sure looks like a cuff key to me.

what is the diameter of the shaft? looks like the working end has been fiction fit into the shaft of another.
