Mail Bag and Cuffs

I wanted to share with the group, my latest buy. I was very fortunate to find these three pieces! No keys, but i have keys for the leg irons as well as for the cuffs. The bag was found by the seller with the cuffs and irons inside of it.  I know this is a mail pouch/bag that would have been used for shipping something valuable or information that someone wanted to protect. These were used a lot in shipping via the railroad. The cuffs of course, date back to late 1800s. Does anyone know an approx date on the bag and lock? I know the approx value of the cuffs and irons, anyone know a value on the bag and lock? Since the pieces were found together, i feel that the cuffs and irons may have also been used on the railroad, but i have no information to back up that opinion.....yet. Just sharing and looking for any information you can share with me. I do not have these in hand yet to check for any markings or other clues, but i have confirmation that they have been shipped and will be here during the middle of this week!
