I think the question this raises is "were the plug locks, ever sold with a set on a hunk of chain, or was that something anyone would have made using two of these and any old piece of chain they had laying around?" I have never seen a catalog ad or advertisement, showing them actually being sold with two of these and a hunk of chain, looped over the arms of the plug locks? I have seen adds for these with chain, permanently connected, as well as them just being used as a padlock. Thats what makes me think, the ones you are talking about, with the cuff's arm, looped through the end link of a piece of chain, was something the end user would have assembled themselves? If that were the case, then take 2 of these and toss them on the ends of a period correct section of chain and you're off to the races!
