What did I buy? Is it for a tiny person or for a child?

I did not look at the dimensions when I bought it. When I got it I was appalled to think it was for a child slave. Is it something else?
The inside diameter is 1 3/4 inches (4.5cm). Earlier I got something that is almost identical and it easily encompasses an man's ankle.

It's not a restraint. It's a padlockable clamp.

Thank you for your response. Do you have an idea on what it is that one would be clamping and why it would need to be padlocked? I can understand why there would be one loop to accomplish a clamping job, but what would the other loop do?

I just noticed the post on the smallest darbies. The dimensions on some of them are as small or smaller as the thing I bought.

It is NOT a restraint of any kind.
There are also a few of these where two clamps are attached to a short chain and they look like hand cuffs but they were made up to look that way for profit.
I know the man who made them and he admitted this to me.
They mystery remains as to what the actual purpose of its manufacturing was for.
I believe it is not made for padlocking but some sort of pipe hanger and a bolt or other fastener was inserted.
