Interesting item! They actually could be convict or slave neck collars. I would say the best person to answer the question is Steve Santini.
They for sure look like early 19:th century.

Mark, as you brought up Earl Lockman; here are some photos of the Earl Lockman display boards from the time they were owned by Jim Main in California.
The photos are blurry but taken at a visit with him in his house in August 1992.

I've never seen a collar like that and I've never seen anything like that in Australia. All blacksmith made, so any size was possible and/or made on request. I'd say made in USA, only because that is the only place I've seen the smaller version in collections. Paul
