Unfortunately, Plan and Map drawers were not designed to hold such weight. You can make them slide better by rubbing white candle wax on the runners. You could also reinforce them with an extra layer of plywood glued on the bottom after straightening them or weighting them so they are flat. They would be perfect for storing tee shirts!

I would say that problem is spelled... WOOD. Handcuffs in a group are very heavy together. The wood construction and the drawers get done up over time.
May I suggest metal flat files or cabinet? I have three of these with ten drawers in each. Even emptied, they are heavy as hell. But - they do the job. Each drawer is sliding on steel balls, which makes the drawers very easy to pull and push. Each cabinet is lockable too. I bought mine 15 years ago from a closed down architectural office. They were not really cheap but still very much worth the price.

Arioch I don’t think there is any quick fix to your problem. Until you obtain a cabinet that is rated to bare the weight of all those cuffs it will always be subject to bowing and sagging.
