WHAT ARE THESE CUFFS AND WHY ARE THEY SEMI-PRICI PLEASE?

This cuff, as far as I know, is kind of an unknown. Its from West Germany, but I couldnt find out anything further about it? I added one to my collection for about $100 a year ago. Mine has a homemade key, but functions properly. The price could be driven up a bit, since its not a cuff that is commonly up for sale. Im not sure how many other collectors on here have one in their various collections? The one I bought, came from a seller based in Argentina. But, i do not know if this style of cuff was ever used by any Police forces or Military or anything, in Argentina? I was able to get mine through Ebay.

Every Site That I have Found has Absolutely everything SOLD OUT and that's NO FUN! 

I have a couple of them too.

The top one which has brass showing has 6 notches and I believe is a bit older than the bottom one with 8 notches.
There is a round collet that the key screws down to the bottom of the hole to keep it locked as the design is not a great one.
If one fails to screw the collet down, one could open the cuff with a pencil by pushing down on the threaded spindle.
It is opposite of a Darby cuff where one needs to pull up and out.  As I described, this one pushes in.
I believe the key in the center is original to the bottom cuff and is similar to the H&R Super but on a larger scale.

My two have an actual swivel where as the examples above have a clevis and two rings.
