Handcuff Art

I know that there are statues with handcuffed people and postage stamps with handcuff drawings and magician posters with cuffs but I have never seen anything like this.
Suitable for framing, which I will do shortly.  It is from 1889 and even better, it was cheap!
I expect the frame will cost more!
Not quite sure what he is holding or cleaning the cuffs with.  Broad arrow on his knee too.
Can you find the Plug 8?

The plus eight is the last cuff on the right of the middle row.

He's probably holding a cloth covered stick for polishing the cuffs.

The image would have been an engraving from a photo in the days before printing photographs in newspapers. It reminds me of the photos of "The Chain Room" which were posted on here many years ago. 

There is another one of these on eBay which describes it as.....

You are probably right about the cleaning /polishing stick.
I will look up Wormwood Scrubs Prison and read its history.
It must have been immaculate if they had the inmates cleaning the cuffs.
The artist did not take much liberty and kept his drawings accurate enough to identify the cuffs.
I also see an Irish 8, some end locks and leg irons.  I think one of the cuffs is a Hiatt-Griffin
The Plug 8 has its key and am surprised by that fact.
The prisoner must have been very trusted. Even the stick would make a good weapon.

The story of the McKenzie Mitts by the late John Bushey has a few photos including this one of Iris Adrian Hofstadter. A number of actresses modelled the mitts.

Vikingneon, The Broome and Wood you mention is a type of Bilboe. The more primitive bolboes transported slaves but the actual concept is ancient.
