Chinese Government handcuff sighted in Kabul yesterday

This image taken from a Fox news report about Kabul yesterday.  If the captions are correct, these two appear to be Taliban security people, or maybe plain ol' traffic police, byt one has a set of Chinese Goverment handcuffs attached to his chest rig.  It suggests China is supplying the Taliban with some of their needs. 

Interesting pic. These handcuffs are not restricted in any way, are cheap, mass-produced and readily available; Afghanistan actually also shares a border with China. They could also easily get them on the global market, or the local dime store. 

Anyway, I wouldn't jump to conclusions.

The Taliban is also supplied by what the USA have left behind after leaving their lost war.  I feel for those who fought and lost their lives and limbs for nothing.  20 years and trillions $$$'s wasted. At least Trump made a new friend with Taliban while negotiating with terrorist. 

Can anyone ID this cuff on a Taliban member dressed in discarded uniform and equipment.

Judging by the fact that it has a double lock slide on the front of the one cuff, but not seeing the same on the back of the other cuff, it could be a first gen S&W Model 100 Pats Pending model, since they did not have the double sided double lock feature until the 2nd gen model 100 Pats Pending. I would guess late 1970s to early 1980s. Just a guess, from what I can make out, though. I dont see these as being supplied in any U.S. military equipment. They would have newer cuffs in their gear.
