Unknown Nipper?

Does anyone have any information on this nipper?  It came to me from Holland
Its heavy and it's got some unusual mechanical operations,,
Each of the catch arms are released into neutral downward pointing direction by a turn of the levers on the face
The pressure plate can be tightened down onto the wrist with the knurled wheel and that inturn can be released by the spring button up higher along the curve of the handle
The handle can be rotated
Any info is appreciated, Im not sure if I will sell this item or not.

Never seen anything quite like it and it seems to be very well made if not “over engineered “ for its intended purpose.

Are you sure it's a nipper?  It looks more like something for industrial use.  Very well made.

I think it is fair to say that a few of the German nippers look very industrial.
