S&W with unknown engraving

I acquired these about ten years ago but don't know what the abbreviations stand for (besides CLINIC).  I believe they were once used by a unit at a county jail.  "U12" is also the only engraving on the other cuff as seen in the second photo. Maybe they were used strictly for a baker act unit in the jail? Any ideas?
