#3I'm aware of spider cuffs but these look a little ridiculous and prone to many failures.

#4Faker than a £7 note. Might be a proof of concept. Looks like someone separated a pair of Vipertek cuffs and connected some sort of extendable cable thing via KEYRINGS to the handcuff bracelets.

My guess is that it was made using parts from one of those extendable dog leashes. My wife uses one to walk our terrierist (terrier). It will extend the cable leash out allowing some freedom but will retract, reeling in the puppy when she desires closer control. Wouldn't take much to modify the grip where the mechanics are to look like the one in the video. Just replace one side of the handle with clear plastic or plexiglass and add a couple of thingy-bobs.
