Need help identifying handcuffs - Australia

Hi all, 

I found these in a skip bin and would like some help identifying them and also the user of these devices.

They are stainless steel, they are old, they are made in Taiwan, have serial numbers, and have had some identifying marks scratched off.

I have a sneaking suspicion that they may have been used in the justice system here in Western Australia.

Any help in identifying these would be great. 

Hi Scott, Can you take a photo of the other side of the handcuff with the keyhole? It is highly unlikely these cuffs would be used by law enforcement.  They are more likely a home made build from an adult special interest hobbist. Nice find.

Thanks Scott, those who might have this model might be able to give you more detail as to the model number and branding since it appears to be removed from your cuff.

A few things strike me as odd.
Why would you attach such a 'weapon' to a pair of handcuffs.
The bar is not very long, so it is not keeping the 'prisoner' at much of a distance.
English police tend to remove any serial numbers but not makers marks. This is the opposite.
It could be a home made fetish item.
I doubt it would be a legal restraint.
It's a cheap cuff with no grooves in the bow and rusting badly - so not stainless steel.
