The Iron Claw - Vintage Cuff - Can Anyone Help??

We found this in an abandoned house where apparently a retired cop once lived. It says THE IRON CLAW on one side and under that the numbers 69374 ... On the other side is says ARGUS MFG CO Chicago ILL U.S.A. along with some patent numbers. It's just one "cuff" and there is an iron handle which you twist to tighten or loosen and for holding onto I guess. Can anyone help with what we have here? I can send pictures if needed. I really wanted that piece and was going to bid very high to get it. This was a must have for my collection.
I dislike when someone steals my hard work and uses it for their own profit and with no credit given, so I feel for you.
I will decline from bidding on this item although I was really looking forward to being the lucky winner on this rare item. I sure hope that I can find another one on eBay to bid on soon!

I know how much this piece means to you, and want you to know your Herculean sacrifice will not go unrewarded, especially as it likely will be exceedingly difficult to find another Iron Claw on eBay.

Without the support and co-operation of persons good and true like yourself, I would have no choice in the face of this disaster other than to declare a state of emergency and call upon the National Guard for assistance and the federal government for relief -- which I would have a better chance of getting than eBay taking any action on my behalf.

The item that I listed on ebay has been revised. Again, I thought that all info had copied and pasted when I did that. (Meaning Mr. Jack's info at the bottom of his page) However, no excuse though, I should have checked, but I was in a hurry.
I have offered my appologies on the ebay description, & to Mr. Jack first and foremost, but as well as the others who have requested it publically - I am formally sorry. I really meant no harm & I wasn't trying to steal anyone's information and pretend as though it was my own. - Mr. Jack is extremely bright and informed in this subject as I am sure none of you need me telling you that (I'm sure you already know).
