According to my knowledge and according to what I was said by my uncle who was working in so called "MO" - Polish Milicja Obywatelska, the handcuffs that were shown by Parabellum are in fact Russian and in Poland they occured only occasionally. They came mostly from polish-russian trade.
I have those spciments from Russia (Kaliningrad area) and I have right now 2 speciments to sell. I join this photo, so you can have a look.
