I would imagine due to the peculiar shape at both ends of the lock tubes that the artist had been looking at Elias Richard shackles

supplied from a collection dated 1819-1895
"Jewels" found at Alexandria, by the Federal Army; consisting of Chains, Bracelets and Anklets. Supposed to have belonged to the "First Families" of Virginia.
PS I am always looking to buy handcuffs or other restraints, if your reading this perhaps you are feeling a sudden overwhelming urge to let me know what you wish to sell me today
