Palmer Neck Collar??

Hello everyone!
I picked up an interesting piece, and would love to get some opinions on it. It's a Palmer neck collar, and not one of the ones Ian makes. It is definitely made parts of an original Palmer. Two pieces are either a #1 or #2 Palmer leg iron, while the longer third part is custom made. The width, thickness, pitting, etc... are all nearly identical to the Palmer parts. The lock is original. I have a chain with it and the part that plugs into the lock is original, but the chain I don't believe is. You can see where the third part of the Palmer was cut out, and the new piece added. Here are photos of it, I have more if you're interested. I'm looking for opinions as to who might have made this and when.

Best case scenario it is old and someone sandblasted the hell out of it. Worse case scenario someone hired out a simthy to game some playful gear. I don't like the riveting, an old time blacksmith wouldn't have done such sloppy work. ~Beavis

John, just looking at this thing speaks volumes. My guess is someone scrapped out a set of Palmer cuffs to make this for either himself, another handcuff nut, or an escape artist. I think that the creator did a pretty good job on it, but it could have been done a little better.....after all, he scrapped out a very rare pair of cuffs to do it and a little more thought should have went into this project. It is also probably safe to assume that there were two of these made. They were most likely a pair of standard cuffs with no connecting chain and that might explain why the chain doesn't look original. This guy probably made two, kept one for himself and sold the other one. It would be interesting to find the mate for this one with a home-made chain and locking mechenism on it. All in all, it is a really nice find.

Hey John, nice piece, interesting to see someone make up a neck collar. Could you give a description of the workmanship in the added piece's oval holes. As stated the rivetting looks crude but many old riveted items are crude, however the oval holes appear machine made. I guess the method of manufacture was reliant on the skills of the maker (modifier) instead of rivetting it could have been welded.

No idea on age at this stage but it's a great thing to do if you only have one Palmer cuff.

Look at the rounded ends of the oval holes in the added section. These look like they were cut out pretty recently. The oval holes might have been a recent addition to this piece. Just an observation.

Quick note I'd like to add: First, I very strongly disagree with Mike that there must be two of these. That thinking is simply not logical. More likely, this is the only one. No one would wreck a Pair of Palmers to build this item. More likely, one Palmer was present, and one not, or even one was ruined or damaged, so he used one part to build this item.
Second, there is NO evidence that anything was done more recently than anything else (holes in the center piece). This may be my photography. The holes have the same finish as the rest of the neck collar, and that is a sand-blasted look. Although, it does appear smoother than the slightly more pitted look of the two original parts.
I determined that the two Palmer parts were from a #2 Palmer.
The chain is interesting in it's own right. It looks like lead, is quite soft, gray, and still very strong. I don't know what metal it is made of. Again, thanks for all who sent their ideas. Every bit adds to what I know about this piece.
I got this piece with a #3 Palmer leg iron on a similar style chain to the neck collar. All have the exact same finish. The #3 is stamped clearly, has the same finish, but does not show obvious signs of being sand blasted.
